It regards the eleven prisoners accused of murder; grave doubts in Hongkong have been entertained as to their guilt.

I was instructed to hold a full inquiry into the matter, with the assistance of his Executive Council, of which the Attorney General is a member, & to report whether the "proof of guilt" required by Art. XXI of the Treaty of Tientsin was such as to satisfy the minds of the Council.

After a very careful examination into the evidence, the Executive Council were of opinion that the guilt of the Prisoners had been proved within the terms of the Treaty.

Under these circumstances we are precluded from surrendering the prisoners.
